Why don’t you just google the answer? Honestly, there is so much information out there you’ll be doing yourself a disservice by limiting yourself to the answers you’ll get here. Firstly there are tests that will need to be done to determine if he has hormonal imbalances. But what he can do is improve his lifestyle… that means no alcohol, smoking or recreational drugs. Try to reduce his exposure to BPA, household items that contain Paraben and any other harmful substance that can affect his hormones.
He should start taking a very strong multi-vitamin. Try to increase his intake of yoghurt and foods that contain zinc which is good for the spermies. Saw Palmetto is an excellent herb for men, so is Maca, but you’ll need to confirm if it’s safe to take them together.
Finally, he should drink lots of water and exercise regularly. If he’s overweight or obese, loosing weight can dramatically increase his fertility. Wear loose fitting shorts, don’t bathe with very hot water, don’t put laptop on his laps…. and since he has a low sperm count, make sure he ejaculates EVERY THREE DAYS… and TRY TO HAVE SEX IN THE MORNING, THAT’S WHEN SPERM COUNT IS HIGHEST.
It takes about 3 months to make sperm, so I recommend that you both go on a nutritionally cleansing diet. Cut out sugar, artificial foods and refined carbohydrates, soda’s… eat more whole foods, lots of fruits and veggies and try to go organic as much as you can. Give your system a thorough workup before you start trying again.
