The amount of semen that is produced will not change in somebody that has a low sperm count.

No. Men with vasectomies still have ejaculate (semen). Their sperm count is zero; however, the usual tablespoon or so of semen is produced.

No, not really. I read that only 2% to 5% of semen is actually sperm. So if you had a vasectomy, it should reduce your semen by 2 to 5%, which would not be noticable.
